The Shanghai Government Scholarship (SGS) is a fully funded scholarship programme established by the Shanghai Municipal Government to support outstanding international students pursuing undergraduate, master’s, or PhD degrees at universities in Shanghai, China. It was created to attract global talent and promote international education and cultural exchange.
Scholarship benefits
The SGS is divided into two types of award:
Full scholarship (Type A)
Benefits include:
- Exemption from tuition fee.
- Provide accommodation on campus: economic double room (public restroom).
- Off-campus living allowance is 700 RMB/month/person.
- Within campus living allowance: 2500 RMB/month.
- Comprehensive medical care insurance for International Students: 800 RMB/person/year.
Partial scholarship (Type B)
- Exemption from tuition fee.
- Comprehensive medical care insurance for International Students: 800 RMB/person/year.
Eligibility
Interested applicants must meet the following criteria to be eligible for this scholarship:
- Be non-Chinese citizens
- Be in good health
- Have performed both academically and behaviorally
- Meet the admission requirements of the major applied to
- Meet the Chinese language proficiency requirements of the major applied
- Applicants for pre-college program must have high school diploma and be under 23
- Applicants for undergraduate program must have high school diploma and be under 25

- Chinese HSK certificate
