The Presidential Amnesty Programme (PAP) is a plan created by the Nigerian government to deal with the problems in the Niger Delta region. As part of their many plans, they offer a well funded scholarship program to candidates wanting to attain tertiary education from universities in Nigeria. This scholarship is aimed at building capacity among ex-agitators that desire a better life.

What is the Presidential Amnesty Programme

The Presidential Amnesty Programme (PAP) is an initiative created by the Nigerian government to deal with the problems in the Niger Delta region. These problems were mainly caused by militants because the area was ignored, suffered environmental damage, and lacked development, even though it has a lot of oil. The programme was launched in 2009 under President Umaru Musa Yar’Adua.

The aim of the scholarship

This well funded scholarship program available to candidates that want to acquire tertiary education from selected institutions in Nigeria is a crucial part of the Presidential Amnesty Programme’s strategic goals to reintegrate Niger Delta ex-agitators. This formal education scholarship, like others over the years, is aimed at building capacity among ex-agitators that desire a better life. They have recorded several success stories from the graduates of the scholarship program, who have went on to win numerous global awards and positively impacted the Niger Delta region.

Scholarship award

The Presidential Amnesty Programme annual scholarships helps cover tuition fees and other educational expenses needed to undergo undergraduate and postgraduate formal education in selected Nigerian Universities.

Eligibility

To be eligible for this scholarship, each applicant must meet the following:

  • Undergraduate applicants will only be allowed to use JAMB (2024/2025) and O’Level results from the referenced scholarships inside their website linked below.
  • Only new entrants into 100 level are eligible for Undergraduate and Master’s Degree Programs.
  • Only 2024 JAMB result will be accepted
  • Recipients must be indigenes of the Niger Delta States (Abia, Akwa-Ibom, Bayelsa, Cross-river, Delta, Edo, Ondo, Imo, Rivers)
  • For every academic session, recipients of the undergraduate scholarship must maintain a minimum average CGPA of 2.5 over 5.0 or 2.0 over 4.0 to remain under the PAP scholarship.
  • O’Level results shall be either WAEC, NECO, or BOTH.
  • Recipients of scholarships must not be involved in any act of misconduct or contravene PAP’s regulations.

Things to note:

  1. Applicants can register and save their applications pending the release of their results.
  2. PAP reserves the right to withdraw the scholarship offered in cases of any misconduct or if the information submitted is found to be false or misleading.

Application process

The documents to be submitted with the online application:

  • 2024/2025 JAMB Result
  • Local Government (L.G.A.)
  • Letter of Identification
  • O’Level (WAEC/NECO) with a minimum of 5 Credits including English Language and Mathematics

For Master’s Degree, in addition to all the documents listed for undergraduate studies, the following are required:

  • Statement of Result or Degree Certificate
  • Transcript of First Degree
  • NYSC Certificate
